The AGILE Index 2025 evaluates AI governance maturity across 40 countries using a refined framework of 4 Pillars, 17 Dimensions, and 43 Indicators. Compared to 2024, the Index expands both country coverage and metrics, integrating new data on generative AI, risk exposure, and policy development. China and the United States lead globally but show divergent strengths; meanwhile, tiered classifications reveal "All-round Leaders," "Governance Overachievers," "Shortfallers," and "Foundation Seekers." High-income countries score higher in AI development and governance tools, while lower-income nations exhibit greater AI acceptance and lower risk exposure.
Notable trends include a surge in AI incidents (+100% in 2024), rising gender diversity in AI research, and growing focus on AI governance publications (14% of all AI papers). China and the U.S. account for 70%+ of open AI models and datasets. The Index supports transparent, evidence-based insights to guide national strategies and multilateral collaboration in building ethical, inclusive, and effective AI governance systems.
