High-income countries score higher in AI development and governance tools, while lower-income nations exhibit greater AI acceptance and lower risk exposure.

Notable trends include a surge in AI incidents (+100% in 2024), rising gender diversity in AI research, and growing focus on AI governance publications (14% of all AI papers). China and the U.S. account for 70%+ of open AI models and datasets. The Index supports transparent, evidence-based insights to guide national strategies and multilateral collaboration in building ethical, inclusive, and effective AI governance systems.
