Emerging Risks and Opportunities from Military Use of Artificial Intelligence,

This report via RAND looks at how AI is changing defense and security. Funded by the UK Ministry of Defence & the Foreign, Commonwealth, and Development Office, the report points out that AI, originally developed for commercial use, is now spreading rapidly, mainly driven by the private sector. This widespread access to AI presents both challenges and opportunities.

The report highlights several concerns:

  1. The risk of deepfakes created by AI misleading military decision-making.

  2. The possibility of non-state groups gaining advanced capabilities that could rival state militaries.

  3. Changes in the balance between attack and defense, which could affect conflict escalation and nuclear stability.

The report recommends a strategic approach combining diplomacy, information management, military tactics, and economic measures to responsibly incorporate AI into defense, limit its misuse by adversaries, and shape global policies around its use.
